[cisco-voip] PRI Issue

I'm bringing up a PRI circuit remotely and having issues bringing it
up. I called the Telco and they said they have no issues on my end.
They claim it is a signaling issue, they are getting this error "Out
of service block. No response. Auto" .

I did research on Receiver is getting AIS which says that the issue is
on the Telco side. But they say they have no issues on their end.

T1 0/0/0 is down.
Applique type is Channelized T1
Cablelength is long 0db
Transmitter is sending remote alarm.
Receiver is getting AIS.
alarm-trigger is not set
Soaking time: 3, Clearance time: 10
AIS State:Clear LOS State:Clear LOF State:Clear
Version info Firmware: 20071011, FPGA: 13, spm_count = 0
Framing is ESF, Line Code is B8ZS, Clock Source is Line.
CRC Threshold is 320. Reported from firmware is 320.
Data in current interval (126 seconds elapsed):
0 Line Code Violations, 0 Path Code Violations
1 Slip Secs, 0 Fr Loss Secs, 0 Line Err Secs, 0 Degraded Mins

Have them give you a CPE facing loop, then have them loop back to
themselves (or you could give them a hard loop with a loopback plug to
make sure). One or the other won't work and then you'll know where to
go from there (if your loop is good and theirs isn't, it's almost for
sure a telco issue; if theirs is good and yours isn't it's likely
cabling on your side)

It doesn't look like you've got the physical interface up. Might want to start with the wiring.

I have seen this issue many time.
Teleco is right there is no problem, you are righ tthere is no problem.

the issue is End-To-End - layer1 will only go up when there is a end to end
circuit up.

for example, if your router at one end is connected to a Teleco pabx and
your other end isn't then you won't see layer1 up.

I know its strange but thats how I advise my customers and in a month I see
about 5-10 similar cases.
